Government officials flee cold winter in Nepal

Many government officers in the mountainous district of Mugu in north-western Nepal have left the district to escape from the cold winter. At present the district is without its Chief District Officer and other officials like chief of the agriculture development officer, chief of the district land and revenue officer and district education officer.
I feel sorry for the people of Mugu district. There is not doubt they do feel cold too. But what to do, they might have no where to go or even afford to go away and when they need official work done they have to wait until these government officials come back, who knows when? These officials should be sacked for their negligence and slackness.
Nepal government should introduce local district officers system so that every district officials be selected from their own districts and work in their own district.
